I got a glimpse of his campaign strategy. Barbour points out that when Republican Gov. Kirk Fordice left office, Mississippi had a $360 million surplus. "Next year's deficit could be 15 percent of the total budget," he said. "We're in the worst financial shape since the Depression. We've got a Medicaid budget that has doubled in the last three years. Spending is out of control." Barbour said college and university budgets were cut $99 million, or 14 percent. "That's what happens when you don't set priorities. You end up overspending on welfare programs where there is a tremendous amount of waste, if not corruption. Then you end up cutting programs such as education and colleges." No doubt, medical care for lowerincome families has greatly expanded under the Musgrove administration. But the governor will end up using that as a selling point. You can bet he's going to get a lot of votes from his expansion of Medicaid. Musgrove defended himself against Barbour's charges last week, blaming the state's red ink on the national recession. "Many of the states with Republican governors are facing the same budget problems," Musgrove said, adding that he tried to convince the Legislature to use lower taxreceipt estimates. He'll be blaming the Legislature. One thing is clear: Musgrove is not going to back down on teacher pay raises. He is dedicated to dramatically raising teachers' salaries. He wants the rest of the nation to take notice and be impressed with Mississippi's dedication to education. His goal is for Mississippi to be in the top 15 states in terms of teacher compensation. How's he going to get the money? "Over 60 percent of this year's budget will be devoted to education." Exactly where the cuts will come, Musgrove didn't say. Musgrove will also run big on the Nissan plant, boasting that now Mississippi is on the short list when automotive manufacturers look at building plants in the South. Barbour also stresses education but talks more about the workforcetraining aspect. "The test of being proeducation is not how much money you spend but by what gives us results," Barbour says. On tort reform, the two men also provide a clearcut choice. Musgrove concedes there is lawsuit abuse, but he advocates minor changes to the system. He supports using the civiljustice system as a means of controlling business. Barbour is more supportive of wholesale reform, calling Mississippi's civiljustice system "the butt of jokes nationwide." So there we have it, the twoparty system at work, giving us two good men offering two very different views of the world and what we need to fix it. It should be a good race.
